In a large bowl, mix water, flour, and salt. Add the flour one tablespoon at a time.
Once a smooth dough forms (you don’t want it to be sticky), remove from the bowl and knead for about 10 minutes. Let rest for 20.
Line a baking sheet with parchment paper and preheat the oven to 250 degrees F.
Sprinkle a clean working surface with flour. Add flour to a rolling pin as well.
Roll out the dough until it’s about ¼ of an inch thick. Cut out several star shapes from the cookie-cutter set. (We used the middle-sized star and the smallest star). Using the back of a wooden spoon, a chopstick, or a wooden dowel, pierce a hole through the top centre of each star.
Our garland is about 5 feet in length, and we used 7 large stars and 4 small stars. Still, we baked some extra ones just to have them on-hand.
Bake for 2 hours and allow to cool.
Cut a long piece of jute cord into the garland desired length. Next, cut pieces of jute that are 6 inches long and another 4 pieces of string that are 4 inches long. The 6-inch cords will be for the larger stars and the 4-inch jute strings, for the smaller stars.
Loop a piece of cute jute cord into each baked star ornament. Tie it along the length of your longer jute piece, alternating between the 6-inch strands and 4-inch strands.
Set it up to display!
