Preheat oven to 350 degrees F and line a cookie sheet with parchment paper.
Mix cake mix, oil and eggs in a large bowl.
Add gel food coloring to the batter and mix until completely tinted.
Pour each sugar in its own bowl.
Roll about 1 ½ tablespoons worth of batter into bowl of granulated sugar, forming it into a ball about 1 ½ inches in size.
Next, roll coated cookie ball into powdered sugar.
Set each cookie on the lined cookie sheet, about 2 inches away from each other.
Bake for 11 to 13 minutes and allow to cool before decorating.
Scoop white frosting into a piping bag with Wilton tip #8 attached.
Attach Wilton tip #3 to the black decorating frosting.
Pipe out white circles on each cookie, about 3-4 on each. Next, top each white circle with black frosting, smaller than the white circle.
